今天是元宵佳節(jié)，在這里向各位代表和委員致以節(jié)日問候，并且預(yù)祝全國(guó)人民幸福安康！我們既要看到成績(jī)，更要看到前進(jìn)中的困難和挑戰(zhàn)。

投資增長(zhǎng)乏力，新的消費(fèi)熱點(diǎn)不多，國(guó)際市場(chǎng)沒有大的起色，穩(wěn)增長(zhǎng)難度加大，一些領(lǐng)域仍存在風(fēng)險(xiǎn)隱患。

工業(yè)產(chǎn)品價(jià)格持續(xù)下降，生產(chǎn)要素成本上升，小微企業(yè)融資難融資貴問題突出，部分企業(yè)生產(chǎn)經(jīng)營(yíng)困難。

經(jīng)濟(jì)發(fā)展方式比較粗放，創(chuàng)新能力不足，產(chǎn)能過剩問題突出，農(nóng)業(yè)基礎(chǔ)薄弱。

--China'seconomicgrowthmodelremainsinefficient;ourcapacityforinnovationisinsufficient;overcapacityisapronouncedproblem,andthefoundationofagricultureisweak.

群眾對(duì)醫(yī)療、養(yǎng)老、住房、交通、教育、收入分配、食品安全、社會(huì)治安等還有不少不滿意的地方。有些地方環(huán)境污染嚴(yán)重，重大安全事故時(shí)有發(fā)生。政府工作還存在不足，有些政策措施落實(shí)不到位。

少數(shù)政府機(jī)關(guān)工作人員亂作為，一些腐敗問題觸目驚心，有的為官不為，在其位不謀其政，該辦的事不辦。

我們要直面問題，安不忘危，治不忘亂，勇于擔(dān)當(dāng)，不辱歷史使命，不負(fù)人民重托。

二、2015年工作總體部署

我國(guó)是世界上最大的發(fā)展中國(guó)家，仍處于并將長(zhǎng)期處于，發(fā)展是硬道理，是解決一切問題的基礎(chǔ)和關(guān)鍵�；�解各種矛盾和風(fēng)險(xiǎn)，跨越“中等收入陷阱”，實(shí)現(xiàn)現(xiàn)代化，根本要靠發(fā)展，發(fā)展必須有合理的增長(zhǎng)速度。

Chinaisthelargestdevelopingcountryintheworld;itisstillintheprimarystageofsocialism,whereitwillremainforalongtimetocome.Atthisstage,developmentisofprimaryimportancetoChina;itisboththebasisforandthekeytosolvingeveryproblemweface.Inordertodefuseproblemsandrisks,avoidfallingintothe"middle-incometrap,"andachievemodernization,Chinamustrelyondevelopment,anddevelopmentrequiresanappropriategrowthrate.

同時(shí)，我國(guó)經(jīng)濟(jì)發(fā)展進(jìn)入新常態(tài)，正處在爬坡過坎的關(guān)口，體制機(jī)制弊端和結(jié)構(gòu)性矛盾是“攔路虎”，不深化改革和調(diào)整經(jīng)濟(jì)結(jié)構(gòu)，就難以實(shí)現(xiàn)平穩(wěn)健康發(fā)展。

Atthesametime,China'seconomicdevelopmenthasenteredanewnormal.Ourcountryisinacrucialperiodduringwhichchallengesneedtobeovercomeandproblemsneedtoberesolved.Systemic,institutional,andstructuralproblemshavebecome"tigersintheroad"holdingupdevelopment.Withoutdeepeningreformandmakingeconomicstructuraladjustments,wewillhaveadifficulttimesustainingsteadyandsounddevelopment.

我們必須毫不動(dòng)搖堅(jiān)持以經(jīng)濟(jì)建設(shè)為中心，切實(shí)抓好發(fā)展這個(gè)執(zhí)政興國(guó)第一要?jiǎng)?wù)。必須堅(jiān)持不懈依靠改革推動(dòng)科學(xué)發(fā)展，加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式，實(shí)現(xiàn)有質(zhì)量有效益可持續(xù)的發(fā)展。

Wemustbeadamantinpursuingeconomicdevelopmentasourcentraltaskandmakeathoroughjobofdevelopmentasthetoppriorityforensuringthegovernanceandrevitalizationofthecountry.Wemustcontinuetopromotedevelopmentinasoundandbalancedwaythroughreformandspeedupthetransformationofthegrowthmodelsoastoachievequality,efficient,andsustainabledevelopment.

當(dāng)前，世界經(jīng)濟(jì)正處于深度調(diào)整之中，復(fù)蘇動(dòng)力不足，地緣政治影響加重，不確定因素增多，推動(dòng)增長(zhǎng)、增加就業(yè)、調(diào)整結(jié)構(gòu)成為國(guó)際社會(huì)共識(shí)。我國(guó)經(jīng)濟(jì)下行壓力還在加大，發(fā)展中深層次矛盾凸顯，今年面臨的困難可能比去年還要大。

AtPsent,theworldeconomyisundergoingprofoundadjustment,itsrecoverylacksdrive,theinfluenceofgeopoliticsisincreasing,andthereareagreaternumberofuncertaintiesatplay.Promotinggrowth,creatingjobs,andmakingstructuraladjustmentshavebecomecommongoalsfortheinternationalcommunity.WithdownwardPssureonChina'seconomybuildinganddeep-seatedproblemsindevelopmentsurfacing,thedifficultieswearetoencounterintheyearaheadmaybeevenmoreformidablethanthoseoflastyear.

同時(shí)，我國(guó)發(fā)展仍處于可以大有作為的重要戰(zhàn)略機(jī)遇期，有巨大的潛力、韌性和回旋余地。新型工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化持續(xù)推進(jìn)，發(fā)展基礎(chǔ)日益雄厚，改革紅利正在釋放，宏觀調(diào)控積累了豐富經(jīng)驗(yàn)。我們必須增強(qiáng)憂患意識(shí)，堅(jiān)定必勝信念，牢牢把握發(fā)展的主動(dòng)權(quán)。

Ontheotherhand,Chinaisstillinanimportantperiodofstrategicopportunityduringwhichgreatprogresscanbemadeindevelopment.Ourcountry'sdevelopmenthasenormouspotentialandishugelyresilient,andwehaveampleroomforgrowth.Steadyprogressisbeingmadeinthedevelopmentofnewtypesofindustrialization,applicationsofinformationtechnologies,urbanization,andagriculturalmodernization;thefoundationunderpinningdevelopmentisbecomingstrongerbytheday;benefitsofreformarebeingdeliveredaswespeak;andwehavegainedmuchexperienceinconductingmacroregulation.Wemuststrengthenourawarenessoflatentproblemswhileremainingfullyconfidentandtakinganactiveapproachtodevelopment.

新的一年是全面深化改革的關(guān)鍵之年，是全面推進(jìn)依法治國(guó)的開局之年，也是穩(wěn)增長(zhǎng)調(diào)結(jié)構(gòu)的緊要之年。政府工作的總體要求是：

我們要把握好總體要求，著眼于保持中高速增長(zhǎng)和邁向中高端水平“雙目標(biāo)”，堅(jiān)持穩(wěn)政策穩(wěn)預(yù)期和促改革調(diào)結(jié)構(gòu)“雙結(jié)合”，打造大眾創(chuàng)業(yè)、萬眾創(chuàng)新和增加公共產(chǎn)品、公共服務(wù)“雙引擎”，推動(dòng)發(fā)展調(diào)速不減勢(shì)、量增質(zhì)更優(yōu)，實(shí)現(xiàn)中國(guó)經(jīng)濟(jì)提質(zhì)增效升級(jí)。

Keepinginmindtheserequirements,wemustfocusonachievingthedualobjectivesofmaintainingamedium-high-levelgrowthrateandmovingtowardamedium-high-levelofdevelopment.Weneedtomaintainpolicycontinuityandkeepexpectationsstablewhilemovingforwardwithreformandstructuraladjustment,andweneedtodeveloptwinenginestodrivedevelopment:popularentrePneurshipandinnovation,pairedwithincreasedsuppliesofpublicgoodsandservices.Thiswillensurethatourgrowthrateisadjustedwithoutweakeningmomentumandthatgrowthinquantityisunderpinnedbygreaterquality,therebyachievingabetter-quality,moreefficient,upgradedeconomy.

今年經(jīng)濟(jì)社會(huì)發(fā)展的主要預(yù)期目標(biāo)是：

WehavesetthemaintargetsforChina'seconomicandsocialdevelopmentforthisyearasfollows:

國(guó)內(nèi)生產(chǎn)總值增長(zhǎng)7%左右，

--increasetheGDPbyapproximately7%;

居民消費(fèi)價(jià)格漲幅3%左右，

--keeptheincreaseintheCPIataround3%;

城鎮(zhèn)新增就業(yè)1000萬人以上，

--createovertenmillionjobsinurbanareas;

城鎮(zhèn)登記失業(yè)率4.5%以內(nèi)，

--ensurethattheregisteredurbanunemploymentratedoesnotriseabove4.5%;

進(jìn)出口增長(zhǎng)6%左右，

--increaseimportsandexportsbyaround6%;

國(guó)際收支基本平衡，

--achieveabasicbalanceofpayments;

居民收入增長(zhǎng)與經(jīng)濟(jì)發(fā)展同步。

--ensurethatpersonalincomesincreaseinstepwitheconomicdevelopment;and

能耗強(qiáng)度下降3.1%以上，主要污染物排放繼續(xù)減少。

經(jīng)濟(jì)增長(zhǎng)預(yù)期7%左右，考慮了需要和可能，與全面建成小康社會(huì)目標(biāo)相銜接，與經(jīng)濟(jì)總量擴(kuò)大和結(jié)構(gòu)升級(jí)的要求相適應(yīng)，符合發(fā)展規(guī)律，符合客觀實(shí)際。以這樣的速度保持較長(zhǎng)時(shí)期發(fā)展，實(shí)現(xiàn)現(xiàn)代化的物質(zhì)基礎(chǔ)就會(huì)更加雄厚。

穩(wěn)增長(zhǎng)也是為了保就業(yè)，隨著服務(wù)業(yè)比重上升、小微企業(yè)增多和經(jīng)濟(jì)體量增大，7%左右的速度可以實(shí)現(xiàn)比較充分的就業(yè)。各地要從實(shí)際出發(fā)，積極進(jìn)取、挖掘潛力，努力爭(zhēng)取更好結(jié)果。
